All I can say is from personal experience, Dubai seems to be back to it's best. Alongside the traffice jams, buildings are still going up

Sunday, 18 October 2009 08:58.We got hold of a 80 gig Fusion-IO PCIe card and put it through its paces. All I can say is, WoW! It certainly lived up to the hype. I/O wait was reduced to nothing whereas before we could get 70% I/O wait when testing.

The core issue is whilst the number of network users is rapidly increasing, the available bandwidth is not with some network operators already claiming that the ‘current levels of use are crippling their network.’

One of the big problems with scaling NMS is IO. With so many device resources being updated at once traditional hard drives just can’t keep up and cause massive wait issues. You can of course use RAM disks but then you have a persistence issue, if the box dies you lose all your data.
